China Netcom in talks with CCTV for IPTV

China Netcom Chairman Zhang Chunjiang said his company is in talks with China Central Television (CCTV) and possibly other IPTV license holders to launch a service. Since CCTV just announced that the government awarded them an IPTV announcement last week, it seems likely the "other IPTV license holders" refers to the only other license holder in the country, Shanghai Media Group. Of course, there could be other soon-to-be license holders in the country already working on deals. The company claims about 12.6 million broadband subscribers.
