A New York City audit has found that Verizon failed to deliver on its promise of delivering FiOS TV and broadband services to anyone in the area who wanted it by 2014. This pledge was, of course, the basis for the city granting Verizon a franchise agreement in 2008, allowing the company to deploy FiOS through the city.
