Mahanagar Telephone Nigam Ltd., the state-owned telecom in India, has set an aggressive goal for IPTV penetration--50,000 subscribers in 18 months. MTNL is predicating its IPTV goal on penetration of its broadband service, which it defines as anything about 64 kbps, according to a report in the Hindustan Times available here.
