Charter Communications has increased the speed of several of its Internet offerings at no additional costs for Madison, Wis. residents, including jacking up the download capabilities of its top line Charter Internet Express to 8 Mbps. The MSO is even taking a risk and using real customers in a marketing campaign called "Fast Free."
